Land value contributes to the local happiness of a city. The greater the land value, the greater the happiness. Land value can be increased in a number of ways: placing city services, decorations, and lacking negative effects, such as pollution. Land value will also determine the happiness of the people in your city, and will allow for building to upgraded at a much faster pace.
